Parking Ticket Payment Plans - DOF (2024)

With a parking ticket payment plan, you can pay the total amount you owe for parking ticket judgment debt in installments, rather than all at once. Entering into a parking ticket payment plan can prevent enforcement actions, such as having your vehicle booted or towed.

Although your payments will be more manageable with a payment plan, the total amount you owe will increase because interest will continue to accrue until the amount you owe is completely paid off.

There is no penalty for prepayment of your payment plan. If you would like to save on the interest cost described above, you can pay off your outstanding balance at any time.

Standard parking ticket payment plan

The standard payment plan will be the best option for most people. We strongly encourage you to enroll online by following the instructions provided below.

Requirements

To enroll in a standard parking ticket payment plan with the Department of Finance:

  • You must be the registered owner of the vehicle, the owner’s court-appointed agent, or a lessee of the vehicle who has been designated as liable for judgment summonses by the vehicle’s lessor.
  • You must agree to include in the payment plan all open parking ticket judgments not already covered by an active payment plan.
  • You must pay 20% or more of the total amount due at the time you enter into the agreement.
  • For judgments under $350, you must agree to a 60-day plan.
  • For judgments that are $350 and more, you must agree to a payment plan length of no more than 24 months.
  • You must agree to pay the balance owed on all open judgment violations. If you wish to dispute any tickets in a hearing, you must do so before the payment plan begins.
  • You must pay all outstanding booting, towing, and related fees in full.
  • If your vehicle has been booted or towed, you must provide proof that your vehicle is currently registered and insured in order for the vehicle to be released.
How to enroll in the payment plan

If your vehicle has been booted or towed, you can enroll in a standard parking ticket plan online with Republic Immobilization Services at www.nycbootpay.com. Your license, registration, and insurance must be up to date. You will be required to pay 20% of your judgment debt, plus all associated fees. If you are not able to enroll in a payment plan at www.nycbootpay.com, you can call Republic Immobilization Services at (646) 517-1000.

If your vehicle has not been booted or towed and you have judgment debt of $350 or more, you can enroll in a standard parking ticket payment plan with the Department of Finance. We strongly encourage you to enroll online at e-Services.

You must register for an e-Services account. You can register with a letter ID, payment plan ID, or collection case ID.

If you do not have any of the above, you can request a letter ID by providing a copy of your driver's license and the registration for the license plate in question. Please go to e-Services and click "Letter for Registration" under the "Services" in order to obtain a letter ID.

If you have enrolled online with either of the above options, you will receive an email confirming your payment plan details. It may take up to five days for this email to arrive. Please be sure to check your spam or junk email folder.

If you have multiple license plates registered outside of New York, please do not enroll online. Instead, apply for a standard payment plan by taking the following steps:

  1. Complete the enrollment process online at e-Services.
  2. You can also use the Customer Service Portal to request help with enrolling in a standard payment plan, or call (212) 440-5300 for assistance.

Please note that any license plates with violations not included in the payment plan will be subject to enforcement.

Required documents

To enroll in any of the three parking ticket payment plan options, you may be required to submit copies of the following documents:

  1. Valid government-issued photo ID (driver’s license, passport, New York State benefit card)
  2. Current vehicle registration and insurance card
  3. Current corporation or company bank signature card

Additional documentation related to income may be required for the hardship payment plan.

If you register for an e-Services account, you will be able to:

  • Create payment plans
  • See past payments
  • Track your payment plan progress
  • Sign up for automatic ACH debit every month

Moderate income and hardship parking ticket payment plans

Moderate-income payment plan

The Department of Finance offers a moderate-income payment plan for motorists with adjusted gross income below $86,400. A moderate-income payment plan requires a minimum down payment of 15% of the judgment debt amount owed. The plan may last as long as 36 months. It requires a motorist to submit an application and supporting documentation that must be reviewed and approved by DOF’s Collections Division. You can enroll in a moderate income payment plan at e-Services. (Please note that you cannot apply for this payment plan at our business centers.)

Hardship payment plan

A hardship payment plan is available to individuals who are unemployed, have suffered the loss of an income-earning family member, or have lost their home due to a natural disaster. Hardship plans also are available to small businesses that have suffered economic losses and not-for profit organizations that have a 501(c)(3) designation from the Internal Revenue Service.

Hardship payment plan requires a minimum down payment of 5% of the judgment amount debt owed. The plan may last as long as 48 months. It requires a motorist to enroll and submit supporting documentation at e-Services. Your enrollment form will then be reviewed and approved by DOFs Collections Division. (Please note that you cannot apply for this payment plan at our business centers.)

Frequently asked questions

Release of registration and vehicle

Registration clearances will be transmitted to the Department of Motor Vehicles when your judgments have been paid in full or you have enrolled in a payment plan. Please allow up to 72 hours for your clearance to be processed.

Booted or towed vehicles that have valid registration and insurance will be released upon full payment of all outstanding judgment debt, plus fees. If you have enrolled in a payment plan, your booted or towed vehicle will be released once you have paid your down payment, plus any fees.
