Over themonths ofMarch andApril, Manen-berg police have turned their attention tokeeping the streets safer for children.
“Protection of our young people is a prioritywithin the police. These youngsters have theright to a quality life, a secure environment anda right to education so that they canbe future rolemodels. We are failing these young people by notreporting crime andnot stopping criminal activi-ties within our community,” states Manenbergpolice spokesperson Lieutenant Ian Bennett.While March was the month for human rights,
the April brings with it the month of freedom.“How can we promote freedom when we allowour young people to be violated by people weknow?“Freedom relies on the protection and guard-
ing of human rights. The youth have become en-trapped in gangs and gang activities as these enti-ties portraynegativities to be awayof life,” statesBennett.He said that having the youth entrappedwithin
their communities needs to changed by upstand-ing residents in the community.“The youth only learn by example, so it is im-
portant forus as adults thatweare conscioushowwe do things and when we are doing it. Childrenhave the right to life. It is our duty as adults toensure that their rights are protected.”Bennett said that just before the Easter week-
end the body of a newborn baby boy was foundabandoned along a fence in Heideveld. He ques-tionedwhether the little boywould thenhave lessrights than any other person or even the mother.“If we can protect the rights of themost vulner-

Police have made inroads into those con-tributing to the generation of crime in theManenberg area.Run by a separate police division, Opera-
tion Combat is focussed on curbing themovement of drugs and firearms throughintelligence received from anonymoussources which in turn leads them to houseswhich are used to conduct criminal activi-ty.In one instance on Tuesday last week, po-
lice followed up information which led tothe arrest of three suspects – two men anda woman – for possession of drugs, whileone female suspect was arrested for illegalpossession of ammunition. Altogether 65grams and 31 units of tikwith a street valueof R21 000 and 58 rounds of shotgun gaugewere seized. Suspects aged between 16 and47 yearswere arrested. The suspects are ex-pected to appear in the Athlone Magis-trate’s Court facing charges of the posses-sion of drugs and illegal posession of am-munition once charged.“They will continue raiding these hous-
es. They never know where the informa-tioncomes from,because theyact on intelli-gence coming from the area, and strike.Fortunately, on two occasions – in CorrieCourt and in Linda Court – they foundsomething,” saidManenberg police spokes-person Lieutenant Ian Bennett.A 47-year-old man from Belinda Court
was arrested for the possession of tik lastTuesday evening after police patrolling theareadoing stops and searchesnoticedaper-son acting suspiciously in Corrie Court.When the suspect saw the officers, he alleg-edly ran away. The suspect was then cor-nered andupon searching himpolice foundthe 31 units of tik in his possession.In another incident a 39-year-old woman
was also arrested for the possession of tik.Police deployed to the area received in-
formation of drug dealing at an address atBelinda Court.When they arrived they conducted a

Moves are afoot tohave engineeringmeas-ures put in place at various roads and
intersections in central Athlone and Hazen-dal.Subcouncil 11, which ward 49 is a part of,
noted the contents of the report and the re-medial engineering measures programmeand recommended that the application besubmitted for technical assessment to be un-dertakenby theTransport forCapeTownde-partment.What this means is that an assessment
would have needed to be done on the roadto determine which traffic engineeringmeasures could be implemented.However, it has emerged that the techni-
cal assessment has been put on hold after apublic meeting was held at the Dulcie Sep-tember Minor Hall last week.Suzette Little, councillor for ward 44 an-
nounced the City’s intention to apply engi-neering solutions to alleviate the trafficjams experienced in the mornings on thecorners of Klipfontein Road and ThorntonRoad and on the corners of Klipfontein Roadand Belgravia Road. One of the recommen-dations was to close a section of Old Klipfon-tein Road or convert some of the surround-ing roads into one-way streets.Also raised at themeeting was the conges-
tion on the corner of 12th Avenue Hazendaland Jan Smuts Drive.The meeting was attended by a number of
residents who were able to provide positivesuggestions as they are all directly affected
by the actions of drivers and the challenges.Tim de Villiers, senior traffic engineer
representedTransportForCapeTown (TCT)and based on the number of recommenda-tions made at the meeting, it was decided
that the various proposals will be presentedto the residents where a door-to-door surveywill be done to obtain opinion and this willbe presented to TCT before a final decisionis made.

Small tourism businesses have been giv-en a boost throughCapeTownTourism’s
Board Development Fund.The fund selects two small businesses an-
nually to receive aR50 000 cash prize aswellas access to business development and net-working opportunities.
Started three years ago, the fund is madeup of themoney that would be paid to boardmembers. They decided to instead serve onthe board for free and donate theirwould-beearnings to developing small businesses inthe tourism industry, with the focus on his-torically disadvantaged individuals, ex-plains Cape Town Tourism chairperson En-ver Mally.
“Entrepreneurshave lots of people tellingthem why their idea won’t work, but theydon’t get a lot of support. Entrepreneursneed to be encouraged. It’s a tough road towalkwith a lot of knocks along the way. En-trepreneurs and small businesses are theobvious solutions to job creation,” he says.

Started in Alexandra, Johannesburg, byartist Siphiwe Ngwqenya, the organisationwas born out of a need to exhibit his work.After being told he would have to wait twoyears for space in a gallery, Ngwqenyastarted exhibiting in his own neighbour-hood.
The organisation now focuses on CapeTown and surrounds in the areas of Langa,Gugulethu and Kayamandi, and one of thekey aims is to develop a new and diverse au-dience and platform for arts and culture inCape Town.
“It’s inspirational to see someone comingfrom the dusty streets of the township andbecoming captains of industry,”Mally says.However, this year the fund added a sur-
prise announcement, with a third benefici-ary selected and funded by Thebe Tourism.
The third award was given to Lungi Soty-ingwa, a former domestic worker in SeaPoint, who was encouraged by her employ-er,MarijkeFrijtersto, to start her ownguesthouse.Her “shack chic” bed and breakfast
opened in Khayelitsha in 2010, but wasclosed after a devastating fire in 2014. Soty-ingwa and her partners rebuilt and openedtheir doors again in September last year.“I’m so shocked. I thought Iwas not awin-
ner and toldmyself that next time I’m goingtowin. Then they announced that I was alsoa beneficiary. I’m very proud of myself.”Sotyingwaplans to use themoney to train
as a tour guide, to offer additional servicesto her clients, as well as to complete the re-building of the guest house. She also hopesto support local community projects.
The cash prize is accompanied by busi-ness skills coaching, training opportunitiesand mentorship.
“Our collective experience – some of ushave been in tourism for decades – is valua-ble. It may not feel like it, but we havelearned through experience and trial anderror, and this we can put to good use byoffering wisdom, insights and tips to smallbusinesses seeking to make it in this com-petitive environment,” Mally says.

The 6th annual Penguin Promises Waddlefor a Week will see a group of waddlers setoff from Gansbaai and walk their way to Si-mon’s Town over a period of six days, start-ing on Monday 11 April.Along the way they will raise much-need-
ed awareness about the plight of the endan-gered African penguin, as well as the envi-ronment, and collect promises as part of thePenguin Promises campaign.

With 15 000 participants last year, the orga-nisers of the Cape TownCannabisWalk hopeto grow the event to 45 000 this year.Organiser Jo Hout says the walk, now in
its 14th year, has been growing exponential-ly. Starting with only a handful of people in2002 as “the only thing society could do toshow support for cannabis legalisation”, thewalk saw5000participants in 2014,Hout says.The increase in participation is due to a
growingawareness among thegeneral publicof the medicinal use of cannabis, Hout ex-plains.
“More studies and research are being car-ried out on the medicinal benefits of canna-bis and the USA has changed their classifica-tion of the drug. People are slowly being giv-en the right kind of information,” he says.
Hout believes legalising the drug wouldopen up a range of natural treatments for ill-nesses such as epilepsy, cancer,HIVandneu-
rodegenerative diseases, as well as the treat-ment of pain and inflammation. “It’s a medi-cine that people can grow themselves,” hesays. “There are few side effects. If someonetakes too much oxytocin, they’ll die. It’s im-possible to ingest enough cannabis to die.”In addition to hemp crops being an alterna-
tive industry and boosting job creation, Houtbelieves the income generated by taxing thedrugwouldbring addedbenefits to the econo-my.TheCannabisWalk provides a platform for
people to discuss the legalisationof cannabis,Hout believes.“These topics are very under-debated be-

Gang violence has reared its uglyhead in the Manenberg area
this past weekend.The conflict between rival gangs
overflowed in Tambo Village andsurrounding areas.A 23-year-old man was killed on
Friday, while his friend, also 23,was wounded.According to Lieutenant Ian
Bennett, Manenberg police’sspokesperson, the shooting brokeout in Duinefontein Road oppositethe old site of GF Joorste Hospital.He stated that the two victims
were trying to evade the shooterand it is alleged that one of thementhen turned back towards TamboVillage, running across the field.“They saw the suspect, known to
them, take aim at them and firedseveral shots at them.One of themen continued running and didnot realise that his friendwas shot.When he stopped he saw that hisfriend was shot, at that time helparrived.“The suspect fled the scene. The
23-year-old manwas rushed to hos-pital for emergency medical careand died before he could be assist-ed,” stated Bennett.The friend told the police that he
knew the suspect and the policeand subsequently returned to thescene where the suspect was point-ed out.When the suspect was searched
he was still in possession of a 357magnum pistol and six live roundsof ammunition. The 22-year-oldsuspect was arrested and taken in-to custody.Bennett said that the firearm
that the suspect had in his posses-sion was a licensed firearm.The registered owner of the fire-
arm was then contacted, but couldnot give an account of his firearmnor did he report it being stolen.
The registered owner of the fire-arm, a 44-year-oldman,wasalso ar-rested for failing to keep his fire-arm safe as well as for not report-ing the circ*mstances around itnot being in his possession.An investigation will also be
launched to determined any linkbetween him and gang activitywithin the manenberg Precinct.“This is not the first time that it
has been discovered that commu-nity members’ registered firearmsare being used by gangs in gangconflict. This remains a seriousconcern that community membersallow guns for hire and thus fuel-ling gang conflict and creating in-stability for community membersof Manenberg,” said Bennett, add-ing that, “this actionwill not be tol-erated and community memberswill be prosecuted with the fullmight of the law. The Big Issue and the Fair Cape CaresTrust have teamed up to raise money foreducation and training bursaries for Big Is-sue vendors.
“Every year, we raise funds for the fur-ther education of some of our vendors,”said Derek Carelse, acting MD of the Big Is-sue. “When the Fair Cape Cares Trust of-fered to host a Five-a-Side tournament toraise funds for us, we jumped at thechance,” he said.
With R10 000 prize money going to thewinning team, the competition between the32 teams is sure to be fierce. The competi-tion will run on a “world cup” format, witheight groups of four teams. The winningteam from each group will go through to thenext round until the last team standing willcollect its prize.

Athletics action is coming to the city tohonour a star of yesteryear and pay trib-
ute to some heroes of the past.The gala schools athletics meet will be
staged at Green Point Athletics on Tuesday12 April to honour the memory of star sprint-er Kenny Roman, who died recently, as wellas recognising the achievements and contri-butions of the stars of yesteryear.
A number of the peninsula’s top seniorschools, including Harold Cressy, Trafalgar,South Peninsula, Athlone, Wittebome andSpine Road, will send athletes to participate.These schools have historically been strongperformers at athletics days.
The driving force behind the event is thenot-for-profit community organisation PlaySport4Life which has already arranged anumber of successful events in the Kensing-ton-Factreton-Maitland area in recentmonths.
The Kenny Roman Memorial Day will startat 15:00 with the same venue also hosting a“Schools Olympics” day for primary schoollearners as part of the 100th birthday celebra-tions of St John’s Primary School in Kensing-ton.
The founder of Play Sport4Life, Miles Octo-ber, says he hoped that people who had fond
memories of Kenny Roman sprinting in hisheyday in the late sixties and early seventieswould join the young athletes on the day.
Roman died in Brisbane, Australia, lastmonth, aged 69, after a long illness.
Roman left behind a legacy in athleticswhich deserves to be remembered, Octobersays.
“As a community organisation, we workhard to develop and nurture individuals toserve as future role models for our communi-ty, involve more girls and women in sport,and encourage individuals to become profes-sional athletes,” he says.
“What better way to show what an idealrole model could be than by holding up theachievements of Kenny Roman as sprintchampion and star baseball pitcher? Hopeful-ly among the young athletes competing onthe day, there are a few who would go on tobecome role models in our community.”
October adds that the organisation is alsofocussed on acknowledging past achieve-ments, and is also arranging for a number oftop athletes of yesteryear to be part of the pro-ceedings of the Kenny Roman Memorial Day.

tion Department has taken delivery of anew piece of equipment set to expedite itsbulk sewer upgrade programme.The AVN 800 XC Herrenknecht micro-
tunnelling machine was acquired at a costof just over R10,6m and comes with technol-ogy that enables safe, fast and efficient tun-nelling in even the most difficult pipe jack-ing projects.The machine has been used in more than
1000 projects around the world and will beput to the test by CSV Construction duringthe final phase of the Cape Flats 3 Bulk Sew-er Project (CF3). The CF3 (Phase 2) is a criti-cal component of the City’s sewer networkand will serve a population of nearly onemillion residents in the Bonteheuwel, Hei-develd,Manenberg, Gugulethu andNyangaareas. This project forms part of the City’ssanitation master plan to enhance the sew-er reticulation system and will ultimately
be completed by the end of 2017 at a totalcost of approximately R250m.“Acquiring this technology is a major
step forward for the City and will allow forgreater efficiency of future bulk pipe re-placement projects. The project team is tobe congratulated for their vision and inno-vation. Staying on the cutting edge of newtechnology is crucial to ensuring that theCity is able to provide the best possible ser-vice to residents,” says Ernest Sonnenberg,the City’s Mayco member for utility servi-ces.The extra capacity that the CF3 construc-
tion will provide will allow the City to peri-odically decommission other sewer infra-structure in the area for much-neededmaintenance, repairs and rehabilitation.The second phase of the CF3 will be con-
structed below ground, with the greaterpart thereof being situated in close proximi-ty to or within existing roadways.

Water, Sanitation, Electricity and Solid Waste Management attracts VAT at 14%
2.1 WATERThree sets of Water tariffs are proposed (10% Reduction tariff, 20% Reduction tariff and30% Reduction tariff). Each tariff is linked to the level of water reduction imposed. Thenormal tariff set relates to a level at least 10% below the LowWater Demand Curve, asprevious restrictions and water demand initiatives have been successful in reducingthe normal water demand to this level and the Level 1 restriction measures have beenincorporated into the promulgated Water and Sanitation By-Law as permanent goodwater demand practice. The tariff levels of reduction or restriction imposed by the Cityon its consumers is therefore not only linked to the level of restriction imposed bythe Department of Water Affairs on the City, but also to the level of demand from itsconsumers. Due to the current climatic conditions, the City of Cape Town institutedwater restrictions as from 1 January 2016, accompanied by the 20% reduction leveltariff. • Lifeline customers on Prepaid with municipal property valuations of R1millionor more will be moved to the Domestic tariff as of 1 October 2016.
• New Home User Tariff introduced. No existing customers will be automaticallymigrated to this tariff at this point.
• No changes to the allocation of Free Basic Electricity except for customers thatwill forfeit this when they move from lifeline to the domestic tariff.

. What are you busy withmusically at the moment?
“Currently, I’ve been busywith The Motive over the lastfew months. It’s my music skillsdevelopment initiative my teamand I have founded. It’s a reallygreat opportunity for the select-ed aspiring artists, where weteach them all they need toknow about what it’s like beingan artist in the music industryand showcase their talents tothe world. The project is very dear to myheart and allows me to do and inspire othersto do what they love. At the moment we’rebusy in the studio, writing and developingoriginal songs for the artists for the show inJuly.”
. What are your musical plans for thenext few months?
“After The Motive Show in July, I’ll beheading overseas to do a few shows in theUSA. The outstanding love that my single“Timebomb” received, have opened up somegreat doors for me; I’ve been recording andreleasing some singles there too. I’ll be work-
ing on my third studio album with someamazing producers in Los Angeles, USAwhile there, one being Steve Valenzuela,who’s just produced new music for Eric Ben-et. I’m also working closely with great song-writers in South Africa for the album, andhave another Can Skylark stage productionplanned for later in the year.”
.Howwill you be treating yourmotherthis Mother’s Day?
“Unfortunately, my motherlives overseas in Kuwait, and Imiss her dearly. We spend asmuch time as we can togetherwhen she’s in SA, so I spoil herrotten as often as I can! My sis-ters and I Skype with and talk toher quite often, so on the rare oc-casion we get to spend time to-gether we do all the girly thingsand have so much fun.”
. Why is your mother spe-cial to you?
“My mother is special to me,because she taught me how to bea strong woman and how to ac-cept your flaws and celebrate
your strengths. A mother’s job is never reallydone and I think that we should show allwomen, not just mothers, unconditional loveand appreciation. Women have a very specialgift of compassion and I think it’s an amazinggift.”

Staywaterwise inwinterEven with winter approaching, you stillneed to be water wise in your garden.Water is our most precious resource, so
we need to explore adapting our gardens byplanting more water wise plants.Besides requiring less water, indigenous
plants also reduce air pollution and pro-mote biodiversity and stewardship of ournatural heritage. However, there seems tobe a misconception that indigenous plantslack colour which is why there has been abit of resistance to planning and plantingindigenous gardens.Nothing could be farther from the truth.
Plants such as Gazania, Bauhinia galpiniiand Cape honeysuckle (Tecomacapensis)provide a blaze of orange which can be con-trastedwith the gentle blues of agapanthus,plumbago and felicia, while pink indigof-era and anisodonte and the violet flowersof tinnia barbata can provide a pretty back-ground to amixed border. The possibilitiesand combinations are endless.One spectacular but hardy plant that can
withstand periods of drought is agapan-thus. The thick, fleshy roots store waterand food and they thrive and flower copi-ously if planted in full sun with welldrained soil and plenty of compost. Whenflowering they add lovely colour to a gar-den from blue purple to white and some-times even pink. Theymake attractive con-tainer plants, even when not in flower, andare excellent cut flowers.Beetroot is another veggie that is easy to
grow. It does best in partial or full sun.Beetsmight have the highest sugar contentof all vegetables, but they are also rich innutrients and most people can safely eatbeetroot a few times a week. Drinking beet-root juice lowers blood pressure, boostsyour stamina and fights inflammation.Beets are also rich in fibre and help withdetox.Make use of the last of the summer sun-
shine to plant veggies for hearty wintersoups. Why not try radish, leeks, beetroot,turnips and onions?Remember to plant early in the morning

A history of motoringSince our two boys were very young, Iused to read aloud to them in ourcaravan at Midmar Dam in KZN whilstmy wife was preparing supper, after anenergetic day in dinghies on the water.The habit stuck, and now, forty yearslater, I still read aloud to my wife overtea or coffee whilst she is busy withtapestries, cross-stitch, needlework andother pastimes.Our selection of literature is wide and
varied, ranging from the Bible toclassics, novels, biographies, history,travel and whatever books come tohand.We are members of car clubs, and,
although not technical, from time totime I have started to read books ofautomotive interest. Previously, by thethird chapter, my wife implored me toread something else, as her interest hadwaned.So it was with some trepidation that I
embarked on “Our Intrepid CapeMotoring Pioneers”.But this isn’t a book about motors
and motorists, although both certainlyfeature. It is a series of vignettes fromthe period mid-1890s to mid-1940s. Thereis much descriptive background to each
aspect of motoring, and the volume isbeautifully illustrated with contempo-rary black-and-white photographs. Itportrays life and events over the wholeperiod and covers all aspects of motor-ing in its widest sense. These includeadventures overland from Cairo andEurope to Cape Town, as well as motorracing at the Pollsmoor Track, andmotor vehicle and motorbike involve-ment throughout southern Africa duringtwo World Wars.It is fascinating to read of cars
driving up Table Mountain and to CapePoint before there were roads, let alonetar. The competitive element of carsracing trains between Cape Town andJohannesburg is full of excitement, andaircraft are not left out with chapterson Wings over Africa and London toCape Town flights.The book is so well-written and with
such attention to detail. Little knowngems, such as why the Shell Oil Compa-ny is so called emerge in passing.It is truly a riveting read which kept
my wife’s interest till the very lastpage.

that they have offended before. Theywill be scarred for life, just like theirvictims. Currently there is no way ofidentifying offenders. The “R” will betheir badge.They will be ousted by the community
and will be shamed all of their livesand so will their families – a majordeterrent for any sane person. They willbe easily identifiable to potentialemployers, landlords, and communitiesthat they want to be involved with.Being easily identified will assist thepublic make decisions about thesepeople.
They will be picked on and generallytreated badly. This will be a majordeterrent for other offenders.They do not go to jail. They must live
their lives as outcasts. This will be aharder sentence plus will help reducenumbers in the overflowing jail system.
. They must be able to survive butwill struggle to get into normal employ-ment, therefore they could work inwork groups developed for rapist towork together doing good work for thecommunities – e.g. beach cleaningteams, rhino protection etc.They get paid from the jail system by
the money that they would have neededto house them in jail.Murderers:. Bring back the death sentence for
all murders. The victims’ families can choose
how the criminal will die if they wanttoo.

casion by having their season opening dayat the Stephen Reagan Sports complex inWestridge on Saturday. The day was attend-ed by theCapeMetropoleNetball Federationas well as a local brass band which added tothe festivities of the day.To add to the momentous achievement,
the MPNU has been handed the opportunityto partake in a tour to Durban where theywill sending four teams to showcase their up
and coming stars that will represent themin a tournament taking place in July.“The day was a hive of activity as girls
were excited to play their first games of theseason and players and spectators were en-tertained by a live brass band and DJ,” saidPamela Johnson, chairperson of the MPNU.She said that the day’s event was enjoyed
by everyone and that the first day of the sea-son was a success with no hiccups. Shewould like to thank the executive committeeof MPNU as well as all the clubs and affili-ates for the all the support.She also welcomed three new clubs to the

After annexing their 17th senior nation-al baseball championship (NBC) lastweek, all of theWestern Province (WP)
youth teams proceeded to win gold in theirdivisions over the last week.Western Province have nowmade it back-
to-back clean sweeps of the South AfricanBaseball Union’s (SABU) senior and youthNBCs after alsowinning gold in all divisionsin Boksburg last year. The seniorWPA sideconquered all before themas they registeredno fewer than five shut outs whilst drawingone game to Gauteng u.23, whichwas rainedout. WP A beat WP u.23 10-0 in the semi-fi-nals and faced Gauteng A in the final afterGauteng A beat WP B 9-2 in their semi-final.The final was played in windy and rainy
weather, which did not allow for good base-ball. The weather favoured Gauteng A as itstifled theWPApowerhouse batting line-up.Both teamswere taken off the field twice dueto persistent rain. On the second occasion,at the top of the ninth innings, umpirescalled the game off with WP A leading 7-0.As the innings was incomplete, the officialscore stood at 5-0, as it was at the bottom if
the eighth innings.The pitching duo of Jared Elario and Carl
Michaels stood out, with Brett Willemburgand Darren Wedel shining with the bat.WP u.18 A beat Gauteng A 10-0 in the final
of the junior championship. Jarrod Willi-ams pitched a sublime game and was wellsupported by his fielders who turned a beau-tiful double play in the sixth inning. Willi-ams pitched six innings, conceding five hits,twowalks and fanned two hitters. Hewas re-placed by Brandon Smith who recorded thelast three outs.BrandonGehlig (2 for 2),Hay-don Matter (2 for 3) and Kyle Ripepi (2 for4) were the standout hitters for WP u.18 A.Gauteng A beat Gauteng B 6-3 and WP A
beatWPB 9-2 in their respective semi-finals.In a tightly contested final for u.15s, WP
A beat Gauteng A 5-1. Both teams utilisedthreepitchers eachbut itwasWPAthat tookadvantage of the errors and walks given upby Gauteng A. Just when Gauteng A werethreatening, WP A turned a double play tokeep them scoreless in that innings.WP A beat Gauteng B and Gauteng A beat
WPB in the semi-finals. After losing toGaut-eng A 11-10 in the round robin, WP A beatthem 5-3 in an exciting u.12 final.
WP baseball makes clean sweep
Western Province’s u.15 A side beat Gauteng A 5-1 in a tightly contested final at the ChukkerRoad sport complex on Saturday.
